王岐山:必须把维护金融安全稳定放在首要位置

“2008陆家嘴论坛” 昨日在上海开幕。中共中央政治局委员、国务院副总理王岐山出席论坛开幕式并发表开幕主题演讲。王岐山强调，必须把维护金融安全稳定放在首要位置，强化对跨境资本流动的监管。 他表示，中国政府将遵循积极稳妥、循序渐进的方针，继续推进金融对外开放，使开放的节奏和力度与经济发展的水平、市场发育的程度和金融监管的能力相适应，更好地推动中国金融与全球金融的相互融合。 王岐山指出，金融发展的历史和当前次贷危机的发生均证明，防范化解风险是金融发展的永恒主题。处理得不好就很可能引发金融动荡，影响经济乃至整个社会政治的稳定。金融安全直接关乎国家经济社会稳定大局，关乎人民群众根本利益，必须把维护金融安全稳定放在首要位置。他表示，当今的中国金融业更具活力、更加开放，正在成为世界金融格局中的新生力量。但中国金融业仍处于初级发展阶段，总体水平不高，探索中国特色的金融发展道路仍将是一项长期、复杂、艰巨的任务。为此，中国政府将从加快转变金融发展方式、继续深化金融改革、稳步推进金融对外开放、切实维护金融安全稳定等方面努力保持金融业稳定健康发展。 王岐山表示，中国政府将不断完善金融监管机制，继续强化金融监管，在有效监管、防范风险前提下，促进金融创新，不断提高金融监管的能力和水平。同时，改进外汇管理方式，完善外汇管理的法律法规，强化对跨境资本流动的监管。加快构建金融安全网，健全金融应急机制和应急预案。严厉打击各种非法金融活动，加强全社会金融知识普及和风险教育。 王岐山指出，必须把加快转变金融发展方式作为重大而紧迫的战略任务，必须着力解决影响和制约金融业科学发展的突出问题。他表示，中国政府将继续推动资本市场稳定健康发展，加快发展保险市场、债券市场、外汇市场和货币市场，逐步形成多层次金融市场体系，更大程度地发挥市场配置资源的基础性作用。 此外，王岐山表示将继续推进银行、证券、保险企业的改革，完善公司治理，加快转变经营机制，强化内部控制和风险防范机制。要从根本上改变农村金融的薄弱状态，还必须继续深化农村金融的各项改革，加快完善农村金融体系。 王岐山说，中国政府将始终按照加入世贸组织的各项承诺，遵循积极稳妥、循序渐进的方针，继续推进金融对外开放，使开放的节奏和力度与经济发展的水平、市场发育的程度和金融监管的能力相适应，更好地推动中国金融与全球金融的相互融合。 在谈到国内的经济形势时，王岐山表示，今年以来，中国经济继续快速增长，中国国内生产总值同比增长10.6%，但是经济运行中也面临着一些矛盾和问题，主要是价格总体水平比较高，固定资产投资尚未回归到合理区间，同时世界经济增速减缓，全球通货膨胀加剧，对中国经济也造成了较大的外部压力。他表示，为了克服当前国际国内各种不利因素的影响，中国政府将加强改善宏观调控，实行稳健的财政政策和从紧的货币政策，防止经济增长由偏快转为过热，防止价格由结构性上涨演变为明显通货膨胀。王岐山强调说，要在较长时间内保持中国经济平稳较快增长，关键是加快转变经济发展方式，解决深层次的结构矛盾，调整投资与消费的关系。着力扩大内需，特别是消费型需求，增加发展的协调性和可持续性。 中共中央政治局委员、上海市委书记俞正声陪同出席了开幕式。 中国人民银行行长周小川、中国银监会主席刘明康、中国证监会主席尚福林、中国保监会主席吴定富、国务院副秘书长毕井泉、上海市市长韩正等出席了开幕式。（记者 苗燕）--------------------------------------------------------------------------------提供surge protection产品，包括surge protection服务，众多的surge protection信息、surge protection咨询，尽在surge protection网
